G04 - Therapeutic treatment issues: departmental perspective overview

In 2004, the Victorian Law Reform Commission highlighted the need for an improved response to children and young people with Sexually Abusive Behaviours. The Commission concluded that neither the criminal justice system nor the Child Protection system responded adequately to young people who engaged in SABs.

There is a level of concern amongst the SABTS providers about commencing work with the older age group. G08 - Risk Assessment of youth who engage in SABs: An overview

The SABTS system focuses on youth aged from 10 years to under 18 years (in process as of February 2018). However, in practice, the majority of services across Victoria also work with youth under 10 years of age. Based on the age of criminal responsibility in Victoria (and in Australia), the following language categories are used - Children aged up to under 10 years of age: Problem Sexual Behaviour (PSB), Youth aged 10 years through to under 18 years: Sexually Abusive Behaviours (SABs).

The Estimate of Risk of Adolescent Sexual Offense Recidivism, Version 2.0 (ERASOR) is designed to assist evaluators to estimate the risk of a sexual re-offense for individuals aged 12-18 who have previously committed a sexual assault.
